The overall idea behind this health care reform is to make health care more accessible to the 1.3 billion citizens of China.

The hope is that they can revamp health care to expand health insurance, making it available to 90% of the population of China by 2011.

Also by 2011, they want to make basic health care services available to everyone.

They are looking to expand health insurance coverage by increasing subsidies for premoums.

With millions lacking health insurance in China, this is a plan that could make the country much better off in the long run.
